How much does EU product compliance actually cost in 2026?

A single electronic product sold in two EU countries costs roughly €10,900 in the first year through traditional consultants. Every cost category itemised, then priced four ways — DIY, platform, managed and consultant — at one, ten and fifty products.

A single electronic product sold in two EU countries costs roughly €10,900 in the first year if you buy every piece of it from traditional consultants and testing houses. That number surprises people, so this article breaks it into its parts, shows what each part actually is, and then prices the same product three other ways.

Nobody publishes this. Compliance consultancies quote per engagement and ask you to book a call. Software vendors publish a monthly price and stay quiet about the costs that sit outside the subscription. Both are commercially rational and both leave you unable to budget. So here is the whole picture, including the parts we do not sell.

What actually costs money

Compliance is not one purchase. It is seven, and they behave differently — some are one-off, some are per country, some repeat every year forever.

1. Product assessment. Working out which of the nine EU mandates apply to a given product, and which specific duties inside each one. A consultant typically charges €800–€2,500 per product family for a written applicability assessment. This is the part that is genuinely cheap to automate, because the inputs are the same every time: what the product is, what it is made of, whether it has a battery, how it is packaged, what you claim about it, and where you sell it.

2. EPR registration, per country, per waste stream. This is the cost most sellers underestimate by an order of magnitude. Packaging, batteries and electrical equipment are three separate registers in most Member States. Germany alone means LUCID for packaging, the UBA battery register, and stiftung ear for electricals. Expect €250–€800 in registration and scheme fees per stream per country in year one, plus recurring annual fees and volume-based contributions. Two countries, two streams, and you are already near €2,000 before anyone has looked at your product.

3. Authorised representative or responsible person. If you are not established in the EU you need a person inside it. GPSR requires a responsible person under Regulation (EU) 2023/988 Article 16. PPWR and the Battery Regulation each contemplate their own authorised representative. Service providers charge €600–€2,400 per year per appointment, and one appointment does not automatically cover all three regimes.

4. CE marking and conformity assessment. For electronics this is the Low Voltage Directive, the EMC Directive, RoHS and — for anything with a radio — the Radio Equipment Directive. Drafting the declaration of conformity and assembling the technical file is €500–€1,500 of professional time. That is separate from testing.

5. Lab testing. The number nobody includes in a quote. EMC and safety testing for a mains-powered consumer electronic device runs €500–€3,000 per product, more if it has radio functions or fails first time and needs a retest. No software product and no consultancy retainer includes this. It is a physical laboratory doing physical measurements.

6. Packaging compliance. Under PPWR you need packaging composition data, recyclability assessment, recycled-content evidence for plastic, and labelling that meets the harmonised format when the implementing act lands. Getting a first packaging dataset assembled properly is €400–€1,200 per packaging family through a consultant.

7. Ongoing monitoring and reporting. Annual EPR volume reports per country per stream. Battery reporting. Technical file updates when a standard changes. Re-checking claims when EmpCo guidance moves. A consultant retainer for a small catalogue is €300–€900 per month; done nowhere, it is the reason compliant sellers become non-compliant sellers 14 months later.

Year two is lower — around €4,500 — because testing and file creation do not repeat, but registrations, representation and reporting do. That recurring floor is the thing to plan for.

The same product, four ways

Do it yourself. Direct cost: the unavoidable parts only. Lab testing (€1,900) plus EPR registrations (€2,100) plus a responsible person (€1,100) is about €5,100, because those three cannot be automated away by anyone. Everything else is your time — realistically 60–100 hours of reading regulations, mapping duties, drafting a technical file and filling in national portals. If your time is worth €50 an hour, you have spent the difference and taken on the risk of misreading something.

Platform-assisted (Regonance self-serve). The assessment, the duty mapping, the documentation structure, the packaging dataset, the passport and the ongoing monitoring come from the platform: Starter is €29 a month, Growth €109, Pro €369. You still pay the unavoidable €5,100 of testing, registration and representation. The platform's job is to tell you exactly which of those you need — and, just as importantly, which you do not.

Real numbers at three scales

The interesting thing about compliance cost is that it does not scale the way people expect. Consultant cost scales with products. Registration cost scales with countries. Platform cost barely scales at all.

One product, one country. DIY external floor around €2,400. Regonance self-serve €29–€109 a month plus that floor. Consultant around €5,600.

Ten products, three countries. External floor rises with the country count and the testing count: roughly €9,800. Self-serve on Growth or Pro adds €1,300–€4,400 a year. A consultant charging per product and per registration lands between €26,000 and €38,000.

Fifty products, five countries. The external floor is around €24,000, dominated by testing and per-country registrations. Agency tier is €749 a month. A consultant doing fifty product assessments and five countries of registration work is a €70,000–€110,000 engagement. This is the point where the arithmetic stops being close.

What the honest caveats are

Three things this article should not pretend.

EPR fee models change. Several Member States revised packaging tariffs in 2026 and battery tariffs are new under the national implementations of Regulation (EU) 2023/1542. Budget the upper end.

Questions we get asked about compliance cost

Is the €10,900 figure a Regonance price? No. It is what the same product costs assembled from independent consultants, testing houses and representation providers at market rates, and it is the benchmark our calculator compares against. We have no interest in inflating it, because the comparison only helps us if it is credible enough to check.

Why is the platform price so much lower than the consultant price? Because the expensive part of a consultant engagement is a person reading a regulation and applying it to your product, and that work is nearly identical from one seller to the next. Regonance encodes it once — 431 obligations across nine regulations — and applies it to every product record. The parts that genuinely require a person or a laboratory cost the same whoever buys them.

What does the first year look like month by month? Front-loaded. Assessment and documentation in month one, testing in months one to three depending on laboratory queues, registration in months one to two because it blocks listings, then a much flatter recurring cost. Sellers who spread the spend to smooth cash flow usually end up selling non-compliant product in the meantime, which is a worse trade than it looks.

Can I start with one country and expand? Yes, and it is usually the right call. Registration and representation costs scale per country, assessment costs do not. Two markets done properly beats twenty-seven done partially, and expanding later reuses all of the assessment work.

Which costs are genuinely unavoidable? Three. Laboratory testing where a harmonised standard requires evidence. National registration fees where you place product. Representation where you are not established in the Union. No software removes any of those, and any vendor implying otherwise is selling you a future suspension.

Budgeting advice that survives contact with reality

Build your budget in two layers. The external floor is testing, registration and representation — get real quotes for your specific product and markets, because these are the numbers that surprise people. The work layer is assessment, documentation, monitoring and reporting, and that is where the choice between DIY, platform and consultant actually happens.

Then add a contingency for two specific events: a failed test requiring a retest, and a marketplace requesting a document you had not planned to produce. Both are common enough to be predictable.

Finally, plan year two before you commit to year one. The recurring floor — registrations, representation, annual reports, monitoring — is roughly 40% of the first-year total for most sellers, and it never stops.
