This guide explains what "managed GPSR compliance" actually means, what the process looks like step by step, what you receive at the end, what it costs, and when you do not need it at all.
A quick reminder: what GPSR asks of you
The General Product Safety Regulation (Regulation (EU) 2023/988) has applied since 13 December 2024 to almost every non-food consumer product sold in the EU, whether sold in a shop, a webshop or a marketplace. For most online sellers the duties fall into six groups:
- Risk analysis. Before placing a product on the market, the manufacturer must analyse its risks and document the result (Article 9).
- Technical documentation. A file describing the product, the risk analysis and how safety is ensured, kept for ten years.
- An economic operator in the EU. Every product needs someone established in the EU who is responsible for it — the Responsible Person (Article 16). Non-EU sellers usually have to appoint one.
- Traceability and identification. A type, batch or serial number on the product, plus the manufacturer's name, postal address and electronic contact.
- Warnings and safety information in the language of the country where the product is sold.
- Distance-selling information. Your online listing must show the manufacturer, the Responsible Person, a product identifier and any warnings before the customer buys (Article 19).
Marketplaces enforce the last point directly. Amazon, eBay and Etsy ask for manufacturer and Responsible Person fields at listing level, and listings without them are suppressed or restricted. That is why so many sellers first meet GPSR as a notice from Seller Central rather than a letter from an authority.
None of these duties is intellectually difficult. The problem is volume: six duty groups, multiplied by every SKU, multiplied by every marketplace and language.
What managed GPSR compliance means in practice
Managed GPSR compliance means a compliance team does the assessment and documentation work on your behalf. We assess your products, identify every gap, complete the documentation, and deliver an audit-ready workspace. You review and approve.
The distinction that matters: you remain the manufacturer (or importer) in law. A managed service can prepare your risk analysis, assemble your technical file and fill in your listing data, but the legal responsibility for the product stays with you. What you are buying is the work, not the liability.
The process, step by step
1. Intake call
A short call to understand your catalogue, your sales channels, where you are established, and what has already been done. For a single-product scan this takes about fifteen minutes; for a full catalogue, 45 to 90 minutes. You leave with a clear scope and price.
2. Product onboarding
We import your products — from a spreadsheet, a Shopify export, or product URLs — and attach whatever documentation already exists: supplier declarations, test reports, labels, packaging photos.
3. Assessment across every GPSR obligation
Each product is assessed against the GPSR obligations mapped in the platform: role determination, risk analysis, technical file contents, traceability, labelling and warnings, Responsible Person, distance-selling information, and incident handling. Every finding links to the article it comes from. Because the same products usually fall under other regulations too, the assessment covers all nine regulations the platform maps, not only GPSR — a missing packaging registration can suspend a listing just as fast.
4. Documentation completed
Everything that does not legally require your signature is completed for you: risk-analysis drafts, technical-file structure and contents list, warnings text, listing field values for each marketplace, and a complaints and incident register ready to use. Items only you can do — signing a declaration, confirming a formulation, approving a warning — are flagged clearly.
5. Workspace delivered

What you get
- A risk analysis per product, structured around the hazards relevant to its category.
- A technical file checklist showing what is present, what is missing and where each document lives.
- Responsible Person tracking — whether one is appointed, whether their details appear on the product, the packaging and every listing.
- A complaints register template for recording complaints and safety incidents, which GPSR expects manufacturers to keep.
- Traceability verification — identifiers and manufacturer details checked on product, packaging and listing.
- A distance-selling check of your listings against Article 19, with the exact marketplace fields to fill in.

What you do not get: we do not act as your EU Responsible Person, and we do not issue a "GPSR certificate". GPSR does not define an official certificate for general consumer products; what authorities and marketplaces ask for is the underlying documentation and the Responsible Person's details. What a GPSR risk analysis actually contains
The risk analysis is the part of GPSR most sellers have never seen, and the part authorities ask for first. Article 9 requires the manufacturer to carry out an internal risk analysis and draw up technical documentation before placing a product on the market. Article 6 lists the aspects to consider when assessing safety, including:
- the product's characteristics — design, composition, packaging, and instructions for assembly, installation, use and maintenance;
- its effect on other products it is likely to be used with, including interconnection with other products;
- its presentation — labelling, warnings, instructions for use and disposal;
- the categories of consumers at risk, particularly children, older people and people with disabilities;
- the appearance of the product, especially where it could be mistaken for food or attract children;
- cybersecurity features where relevant to safety, and evolving or learning functionalities for connected products.
In a managed engagement, we draft the analysis around the hazards relevant to each product category — for a children's product, choking, strangulation and chemical exposure; for a heated appliance, burns and fire; for a cosmetic accessory, skin contact — and link each identified hazard to the mitigation and the warning that addresses it. You confirm the facts only you know: materials, suppliers, test results.
Marketplace fields we fill in
Because most GPSR enforcement currently happens at listing level, the listing data is where managed work pays off fastest. For each product we prepare the values for the fields each marketplace asks for:
- Amazon — the manufacturer contact and EU Responsible Person attributes, plus product safety images and warnings in the local language.
- eBay — the manufacturer and responsible-person details and product safety information in the listing's product-safety section.
- Etsy — the manufacturer and EU responsible-person details for listings sold to EU buyers.
- Shopify and your own store — a product-page block showing manufacturer, Responsible Person, identifier and warnings, driven from one data source so every page stays consistent.
Marketplace field names change from time to time; we check them against the current seller interface when we prepare your data.
Why listings stay suspended after a "fix"
Sellers often add the missing fields and find the listing is still blocked. The usual reasons:
- the Responsible Person's details on the listing do not match those on the product or packaging;
- the Responsible Person is not actually established in the EU — a UK or US address does not qualify;
- the product identifier on the listing does not appear on the product;
- warnings are present in English only, not in the language of the marketplace country;
- another regulation is the real cause — a missing packaging or battery registration number looks the same from the seller's side.
A managed assessment checks all of these together, which is why it often reinstates listings that a single-field fix did not.

Timeline
A Compliance Scan is delivered within 48 hours of onboarding. For Managed Setup, the timeline depends on catalogue size and how much documentation already exists; we agree it on the intake call, before you commit. The slowest step is almost never the assessment — it is waiting for supplier information, which is why we start chasing it on day one.
If you have a suspended listing, say so on the intake call. We prioritise the listing data and Responsible Person details that get a listing reinstated, and complete the deeper documentation afterwards.
When you do not need a managed service
Be honest with yourself here. You may not need managed GPSR compliance if:
- you have one or two simple products and a few spare evenings — the GPSR Implementation Playbook walks you through every obligation for €49;
- your products are made by an EU manufacturer who already holds the technical file and appears on the label, and you are purely a distributor;
- you have someone on the team who can work through a self-serve workspace — the free plan covers three products across all nine regulations.
