GPSR for TikTok Shop sellers: what is required in 2026

If you sell physical products to EU consumers through TikTok Shop, the General Product Safety Regulation (GPSR) applies to you. The regulation does not distinguish between traditional ecommerce and social commerce — any channel that makes consumer products available to EU buyers is in scope, and GPSR Article 22 places explicit obligations on online marketplaces to verify compliance.

TikTok Shop has been expanding across EU markets, and sellers joining the platform in 2026 face the same GPSR requirements as those selling on Amazon, Shopify, or Etsy. The difference is that TikTok Shop's compliance infrastructure is newer, enforcement patterns are still developing, and many sellers enter from content-first backgrounds without established compliance processes.

This guide covers what TikTok Shop sellers need to know about GPSR, what must appear on your listings, and how to set up compliance before enforcement catches up.

Why GPSR applies to TikTok Shop

GPSR applies to any product sold to EU consumers through any online channel. Article 22 defines marketplace obligations for "providers of online marketplaces" — and TikTok Shop is a marketplace. The platform enables sellers to list products, process transactions, and fulfil orders to consumers, which places it squarely within the regulation's scope.

Under Article 22, TikTok Shop is required to:

  • ensure that sellers provide the information required under Article 19 before a listing goes live;
  • act on notifications from authorities about dangerous or non-compliant products;
  • cooperate with market-surveillance authorities;
  • provide information to authorities about sellers and products on request;
  • remove or disable listings when notified of non-compliance.

For sellers, this means TikTok Shop has a regulatory incentive — and a legal obligation — to enforce compliance. If GPSR fields are missing from your listings, the platform can suppress them, and authorities can require the platform to act.

What must appear on your TikTok Shop listing

The requirements are the same as for any EU marketplace under GPSR Article 19:

Manufacturer details

Your listing must show the name, postal address, and electronic contact of the manufacturer. If you are a private-label brand, you are likely the manufacturer under GPSR — even if a factory produces the goods. The manufacturer is the entity that places the product on the market under their own name or trademark.

EU Responsible Person details

If the manufacturer is not established in the EU, you need a designated EU Responsible Person — and their name, postal address, and electronic contact must appear on the listing. This applies to UK, US, Chinese, and other non-EU sellers shipping to EU consumers.

Product identification

A model number, batch number, serial number, or other identifier that allows the product to be traced. Every product must have at least one traceable identifier.

Safety warnings

Any safety warnings or instructions that appear on the product or its packaging must be accessible from the listing. If the product has age restrictions, hazard warnings, or usage instructions, these must be visible to the consumer before purchase — in the language of the country where you sell.

Product images showing compliance markings

Images should show any labelling on the product — manufacturer details, EU RP details, CE marking (if applicable), and safety information.

TikTok Shop-specific considerations

Content-first sellers

Many TikTok Shop sellers come from content creation backgrounds — influencers, affiliates, and dropshippers who build audiences through video content and then monetise through product sales. This is a different profile from traditional ecommerce sellers, and GPSR compliance is often unfamiliar territory.

If you are selling products sourced from a non-EU supplier (including dropshipping), you are placing those products on the EU market. GPSR applies to you regardless of whether you hold inventory, regardless of whether you consider yourself a "brand," and regardless of your business size.

Dropshipping

Dropshipping into the EU creates a particular compliance challenge. If you list a product on TikTok Shop and the product ships from China (or any non-EU country) directly to an EU consumer, you are likely the importer under GPSR — because you are the entity placing the product on the EU market. That means:

  • you need manufacturer details from your supplier (not just a product photo);
  • you need an EU Responsible Person if neither you nor the manufacturer is EU-based;
  • you need product identification — a traceable model or batch number;
  • you need safety documentation — test reports, Declarations of Conformity (if CE-marked), and risk analysis.

If your supplier cannot provide this information, you cannot compliantly sell that product into the EU.

Live shopping

TikTok Shop's live shopping feature allows sellers to showcase and sell products during live streams. The GPSR listing requirements still apply — the product page behind the live purchase must carry all required information. A live-streamed product sale without compliant listing data is the same as any other non-compliant listing under the regulation.

How to set up GPSR compliance on TikTok Shop

Step 1: Determine your role

Are you the manufacturer (private label, own brand)? Are you an importer (EU-based, sourcing from non-EU)? Are you a distributor (reselling products already on the EU market)?

Your role determines your specific obligations. Most TikTok Shop sellers who source from non-EU suppliers and sell under their own branding are manufacturers under GPSR.

Step 2: Gather manufacturer data for every product

For each product you sell, obtain from your supplier: the legal manufacturer name, postal address, electronic contact, and product identification number. If you are the manufacturer (own brand), this is your own business information.

Step 3: Appoint an EU Responsible Person if needed

If neither you nor the manufacturer is EU-based, designate an EU RP. Get the written mandate, confirm the RP's postal address and electronic contact, and ensure the appointment covers the product categories you sell.

Step 4: Add GPSR fields to every listing

Enter the manufacturer details, EU RP details, product identification, and safety information on every product listing. Check TikTok Shop's seller portal for the current field locations — these may be in product details, compliance sections, or item specifics depending on the marketplace version.

Step 5: Update your product images

Ensure at least one product image shows the physical labelling — manufacturer details, EU RP address, CE mark (if applicable). If your current product images are lifestyle shots without visible labelling, add a compliance image.

Step 6: Prepare documentation

Hold, for each product: manufacturer contact details, EU RP appointment letter (if applicable), product identification, Declaration of Conformity (if CE-marked), risk analysis, test reports. You may never be asked for these — but when you are, you need to produce them quickly.

What happens if you do not comply

TikTok Shop can suppress listings, restrict your seller account, or remove products from the platform. Beyond marketplace enforcement, EU market-surveillance authorities can order product removals, issue fines (set by Member States, typically scaled by turnover), and trigger Safety Gate alerts that affect your ability to sell across all EU channels.

For dropshippers, the enforcement risk is amplified: if a product causes harm and no compliant economic operator can be identified, the platform itself faces liability — which creates strong incentives for TikTok Shop to enforce compliance proactively.
